Several dozen Brown Pelicans where feasting on Rock Fish scraps thrown in the water by people cleaning their daily catch. This Male (yellow head), rather then sit in the water with the other birds, would sit on the buoy and wait for the fisherman to throw a scrap and dive in to out maneuver the other birds.
